BUILDING RESILIENCE

Reform Area 1 (RA1) is focused on building local capacities for risk-informed planning. DRREALL’s technical assistance for RA1 is supporting LGUs in improving their access and use of technical DRRM and CCA data for critical planning processes such as the Comprehensive Development Plans (CDPs), Local DRRM Plans (LDRRMPs) and Local Climate Change Action Plans (LCCAPs). Through DRREALL, LGUs are being trained on the use of the GeoRiskPH Integrated Platform (with the DOST-PHIVOLCS), the PlanSmart Sustainable Human Settlements Platform (with the DHSUD and DOST-PHIVOLCS), and the effective use of CBMS data (with the PSA) for CDP Formulation.

Reform Area 2 (RA2) is focused on strengthening the DILG’s capacity to manage a performance audit mechanism and an integrated capacity development strategy for DRRM-CCA. DRREALL’s technical assistance for RA2 is supporting the enhancement and initial rollout of the DILG Bureau of Local Government Supervision (BLGS)’s Disaster Preparedness Audit (DPA) by introducing the LGU Resilience Readiness Monitoring Framework (LRRMF) to the DILG Regional Offices and selected LGUs, which serves as its guiding framework for LGU resilience-building.

RA2 is also supporting the Local Government Academy (LGA) in developing an Integrated Capacity Development (ICD) strategy to rationalize both the DILG and LGUs plans and investments related to DRRM and CCA capacity development. The ICD strategy is guided by the results from the DPA and the Gawad Kalasag (GK) of the OCD.

Reform Area 3 (RA3) is focused on improving the capacity of LGUs to use the Local Disaster Risk Reduction and Management Fund (LDRRMF) effectively. DRREALL’s technical assistance for RA3 is developing and rolling out a LDRRMF training which focuses on key competencies needed by Local DRRM Officers and includes modules specifically focused on the strategic role of Local Chief Executives (LCEs) on LDRRMF utilization.

Reform Area 4 (RA4) is focused on enhancing LGUs’ capacities in implementing GEDSI-, climate-, and EREID-sensitive approaches in disaster response. DRREALL’s technical assistance is supporting the DILG to develop a policy guidance document and prototype designs on evacuation centers to be built in the LGU level, in accordance with RA 12076: Ligtas Pinoy Centers Act.

The High-Level Policy Dialogue (HLPD) component of the DRREALL Project focuses on elevating disaster risk reduction and climate change adaptation (DRR-CCA) efforts through structured, high-level engagement among key stakeholders and development partners. It supports the four reform areas under Component 1 by promoting the integration of DRR-CCA in governance systems and decision-making processes.

At its core, this component facilitates strategic dialogue platforms that bring together national government agencies, local government units (LGUs), civil society organizations (CSOs), private sector actors, academe, and development partners. These platforms are designed to build a shared understanding of risks and priorities, align priorities, and harmonize policies across sectors and levels of governance.
