Anthony Robert
anthony.robert@expertisefrance.fr Anthony Robert was born in France and holds a Master’s degree in Development Economics and a Master’s degree in Project Management. He began his career in 2019 in diplomacy as an Economic Attaché at the French Ministry for Europe and Foreign Affairs, posted at the Embassy of France in Botswana. In 2022, he joined the development cooperation sector with Expertise France at headquarters, working on projects in the Sahel, Haiti and Laos. Since May 2025, he has been serving as Project Manager of the DRREALL programme. His expertise focuses on governance and public finance issues.
Marqueza Reyes

Marqueza Reyes
marqueza.reyes@expertisefrance.fr Dr. Reyes is currently the technical leader in Expertise France-AFD Group for their program on disaster risk reduction (DRR) at the local level in the Philippines. She served as Technical Advisor for DRR at the ASEAN Secretariat and UNDRR Asia Pacific based in Jakarta from 2009 to 2018, including being the Team Lead of the ASEAN Disaster Risk Financing and Insurance Program. Her more than two decades of experience included leading and managing projects for Asian Development Bank, Oxfam GB, Asian Disaster Preparedness Center, and Earthquakes and Megacities Initiative implemented in various countries like Bangladesh, Myanmar, Nepal, Pakistan, Philippines, Thailand, and Jordan. She was also Academic Program Director of the Executive Masters in Disaster Risk and Crisis Management at the Asian Institute of Management from 2020 to 2022. She earned her doctorate in urban planning (magna cum laude) from the University of Kassel, Germany and her master’s and bachelor’s degrees from the University of the Philippines.

Camille Adle
camille.adle@expertisefrance.fr Camille is the Technical Officer for Component 1 of the Disaster Risk Reduction Enhancement at the Local Level – Technical Assistance (DRREALL-TA) Project. She brings over a decade of experience in humanitarian assistance and disaster recovery, with a strong track record of providing technical support to local governments and managing partnerships with civil society organizations. She has previously worked with UN Women, Oxfam, Christian Aid, and Relief International. In these roles, she led emergency response and recovery initiatives for major crises, including the COVID-19 pandemic, the Marawi Siege, and Typhoon Haiyan (Yolanda). She holds a bachelor’s degree in Community Development from the University of the Philippines Diliman and an Executive Master’s Degree in Disaster Risk and Crisis Management from the Asian Institute of Management, and is strongly committed to advancing localization, gender, and intersectional approaches in disaster risk reduction and management.
Excel Botigan

excel.botigan@expertisefrance. fr Excel Botigan is a disaster risk reduction and management (DRRM) professional with several years of experience in the Philippine and ASEAN contexts. Her work focuses on strengthening disaster preparedness and response systems through capacity building, institutional coordination, and policy-informed programs. She previously served as a Project Officer at the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre), supporting the establishment of the ASEAN Standards and Certification for Experts in Disaster Management (ASCEND) Programme. Earlier in her career, she worked with the Office of Civil Defense in the Philippines, delivering training programs for local governments, supporting emergency operations centers (EOCs), and contributing to post-disaster needs assessments (PDNAs). She holds a Master of Science in Humanitarian Action from University College Dublin under the Erasmus Mundus Programme, which further strengthened her understanding of the humanitarian and disaster management landscape.
Michael Mayores

Michael Mayores
michael.mayores@expertisefrance.fr Michael Mayores is the Finance and Administrative Manager of Expertise France in the Philippines, supporting the DRREALL-TA project and the Green Economy Programme in the Philippines (GEPP). He joined Expertise France in April 2024 and is a Certified Public Accountant (CPA) with extensive experience in financial management, internal controls, budgeting and reporting, and tax compliance, including Philippine and US taxation. Prior to EF, he held senior finance leadership roles, including VP–Finance and Head of Finance, overseeing end-to-end finance operations such as accounting, treasury, FP&A, and audit coordination, while leading multi-functional teams and working closely with management and external stakeholders. He is also experienced in SAP and other accounting platforms, and completed the Chief Finance Officer Leadership Development Program at the Asian Institute of Management (AIM). In his current role, he ensures strong financial governance, compliance, and efficient administrative support to enable smooth project delivery and accountable use of donor funds.

isabel.santiago@expertisefrance.fr Isabel Sofia Santiago is the Operations Officer for Expertise France’s Disaster Risk Reduction Enhancement at the Local Level – Technical Assistance Project in the Philippines. Prior to this role, she served as Project Assistant for a study assessing the impact of Chinese investments in the Philippines, led by AidData in partnership with Asia Society Philippines. She holds a background in Diplomacy and International Relations from Ateneo de Manila University. Her research interests focus on East and Southeast Asian affairs, with particular emphasis on culture, fashion and textiles, and geopolitics. In line with these interests, she currently volunteers with the Yokosuka Council on Asia Pacific Studies.
Alecz Vejerano

alecz.vejerano@expertisefrance.fr Alecz Vejerano is the Project Assistant of Expertise France’s Disaster Risk Reduction Enhancement at the Local Level – Technical Assistance Project in the Philippines. After completing her degree in Diplomacy and International Relations, specializing in East and Southeast Asian Studies, she worked with Friedrich-Ebert-Stiftung Philippines as a programs intern and rapporteur under the Academy of Political Management program. Alecz also undertook a consultancy position in Programs under the Rizalino S. Navarro Policy Center for Competitiveness. She aspires to be an expert in geopolitics and governance.

Monitoring, Evaluation, Accountability and Learning Officer

realingo.richmond@expertisefrance.fr Richmond Realingo is a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for the DRREALL -TA Project implemented by Expertise France in the Philippines. He brings extensive experience in results-based monitoring, learning systems, grants management, and institutional coordination across disaster risk reduction and social development programs. Before joining DRREALL, he served as Philanthropy Manager with Hybrid Social Solutions, a social enterprise. He held M&E and grants roles with Educo Philippines and SOS Children’s Villages Philippines, and coordinated with the Juvenile Justice and Welfare Council (JJWC) as a UNICEF partner. He is currently completing his Master of Arts in Sociology at the University of the Philippines Diliman, strengthening his applied research, systems analysis, and policy learning practice.

She has also designed, facilitated, and served as a trainer in capacity-building workshops on land-use planning, disaster risk reduction, climate change action planning, and community resilience. Her work spans direct community engagement to multi-sectoral coordination with government and non-government actors at local and national levels.

drreallta.consultants@gmail.com Shebana Alqaseer is a Filipino-Bahraini gender expert with over a decade of experience advancing gender equality and social inclusion across government and development programs in the Philippines and internationally. She holds a Master of Arts in Women and Development and has worked on EU-, World Bank-, UN-, and UK-funded initiatives supporting inclusive and sustainable development. Her expertise includes gender mainstreaming, Gender Action Plan design, policy reform, participatory research, capacity building, and the development of monitoring and evaluation frameworks. She has led and supported work across sectors including climate action, disaster risk reduction, peace and security, health, human rights, and the green economy. Currently, Shebana works with multiple international organizations in the Philippines, providing technical leadership to projects that strengthen institutions and advance gender-responsive and intersectional approaches to development.

Del Rosario Sr. Center on Enterprise for Society. She is a member of the advisory board of the Cooperative College of the Philippines and the Armed Forces of the Philippines Leadership Development Center (AFPLDC). Dr. Basuil has extensive experience as a consultant, having worked with international and development organizations such as the ILO, OECD, UN Women, Investing in Women–AUSAID, The Asia Foundation, Konrad Adenauer Stiftung Philippines, and the Center for International Private Enterprise (CIPE).

De Vera is an Assistant Professor at the Asian Institute of Management and the Executive Director of the AIM TeaM Energy Center for Bridging Leadership (AIMTEC-BL) from 2014 to 2024. Since 2014, Prof. De Vera has overseen the development of the Future Bridging Leaders Program (FBLP) of the AIMTEC-BL as its Program Director, and most recently, with the Bridging Leaders’ Initiative for Climate Resilience (BLICR) Fellowship Program for mayors and business leaders funded by Earth Security UK and the German government. Dr. De Vera was the Senior Evaluator of the UN Enhancing Resilient Communities Flagship Initiative (ERC-FI, 2023 to 2024) under the Office for the Coordination of Humanitarian Affairs (OCHA). In 2020, he was appointed as Co-Program Director of the UNDP- funded Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Executive Immersion for Cabinet Members, and was part of a research team from a grant by the UK Economic and Social Research Council (ESRC) regarding Armed Governance and Violent Conflict in the Sulu Archipelago, Philippines. He also served as a consultant with the Overseas Development Institute (ODI) for its Philippine Poverty Monitoring Project. Dr De Vera’s research interests include political settlements, leadership, stakeholder engagement, public-private partnerships, public management, negotiations and conflict management and inclusive business. He has also designed and delivered capacity-building programs for the private and public sectors in Vietnam, Malaysia, Indonesia, Timor Leste, Myanmar, Philippines, India, and Lao PDR. Dr. De Vera has a PhD in Development Studies from the Institute of Development Studies (IDS) at the University of Sussex, and a Master in Public Administration from the Harvard Kennedy School, Harvard University. He has a BA in Political Science from the University of the Philippines-Diliman. Dr. De Vera is currently a Member of the Multisectoral Governance Council of the Office of Presidential Adviser for Peace, Reconciliation and Unity (OPAPRU).

As a communications professional and creative consultant with more than a decade of experience, they have collaborated with diverse stakeholders across local and international civil society organizations, foundations, and government institutions to produce communication strategies, multimedia content, and advocacy materials that elevate marginalized voices and contribute to meaningful social and behavioral change. Vonna holds a Bachelor of Arts in Communication Arts from the University of the Philippines Los Baños, majoring in Writing with a minor in Theater Arts, and specializes in translating complex policy and development issues into accessible, people-centered narratives through strategic communications and innovative IEC materials.
