WHAT IS DRREALL-TA?
The Disaster Risk Reduction Enhancement at the Local Level – Technical Assistance (DRREALL-TA) Project is an initiative born from the long-standing partnership between the Agence française de développement (AFD) and the Government of the Philippines, led by the Department of Finance (DOF) and the Department of the Interior and Local Government (DILG). The project’s Technical Assistance component is implemented by Expertise France (EF) in close collaboration with the DILG.
Focused on strengthening resilience nationwide, the DRREALL-TA Project supports the ongoing devolution of disaster risk reduction and management (DRRM) functions to local government units (LGUs). By advancing key reforms at both national and local levels, the project aims to enhance the country’s disaster risk reduction (DRR) and climate change adaptation (CCA) capacities—ultimately helping build safer, more resilient communities across the Philippines.
REFORM AREAS
The Project is guided by a policy matrix consisting of 4 Reform Areas (RAs) that have been endorsed by the DILG, DOF and AFD, as follows:

Strengthening local capacities for risk-informed planning
RA2
Enhancing DILG’s ability to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA
RA3
Improving the capacity of local communities to effectively utilize disaster risk management funds
RA4
Enhancing gender-sensitive and socially inclusive approaches to disaster response within LGUs
ABOUT EXPERTISE FRANCE
Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities:
